Old Lyme Board of Selectmen
Regular Meeting Monday, November 21, 2005

The Board of Selectmen held a regular meeting at 8:00 P.M. (due to swearing-in ceremony) on Monday, November 21, 2005 at Memorial Town Hall Auditorium.
First Selectman Timothy Griswold, Selectman Skip Sibley and Selectwoman Bonnie Reemsnyder were present.

Approval of Minutes:  November 7, 2005
Selectwoman Reemsnyder suggested the minutes of November 7, 2005 be amended as follows:  Page 1, under 3. c Harbor Mgt. Comm. Alternate: It should be noted that Jonathan Mittelman was recommended as an alternate by the Chairman of the Harbor Management Commission.  Selectman Sibley made a motion to approve the amended minutes of November 7, 2005.  Selectwoman Reemsnyder seconded the motion.  SO VOTED.

Communications:
None

Appointments: Discussion of January Appointment Process
Letters will be mailed to incumbents on boards and commissions whose terms are ending in January 2006 inquiring as to whether they wish to continue serving.  An expression of interest is not an automatic appointment. The letters should be returned to the Selectmen indicating either an interest or no interest in continuing in their present position. The Republican and Democrat Town Committees will receive updated lists of available positions.   The Board of Selectmen will make appointments at the second meeting in January.  Selectman Sibley suggested posting the list of vacancies on the website with an application for interested citizens.

Old Business:
Information Technology Committee - Update
Selectwoman Reemsnyder reported that the Information Technology Committee and people from the accounting firm met with the Board of Finance before their meeting to discuss an account system of interest.  Ms. Reemsnyder expects to receive contact names for these systems so we may learn more about them.  The Information Technology Committee had a meeting regarding E-Tran with Laura Coleman from Webster Bank.  The next meeting will be held on December 8, 2005 at 7:00 P.M.  

Social Services Coordinator/Senior Center Director Position – Update
Sherry Meyer has filled the position of Social Services Coordinator/Senior Center Director as of November 17, 2005.  Her office is located at the Senior Center on Town Woods Road.

Rogers Lake – Citizen Meeting on November 14, 2005
Selectman Sibley reported that the Committee for the Health of Rogers Lake held a meeting on November 14, 2005 to discuss herbicides, lawn fertilizers, the effects of raking leaves into the lake, geese population, and the importance of the lake to the town.  In attendance were representatives of WPCA and Conservation Commission (George James and Dave McCulloch), Dick Smith from the Rogers Lake Authority and concerned citizens.  The next meeting of the Rogers Lake Authority is December 6, 2005.  First Selectman Griswold stated that he would ask the Rogers Lake Authority chairman Fred Holth for a weed harvesting proposal so that funds could be budgeted.

Church Corner Engineering Services Contracts – Special Town Meeting
At the Board of Finance meeting, there was discussion about the engineering work to be done at the Church Corner.  The engineering cost estimated is $20,300 and the traffic safety analysis will be an additional $3,000.  The Board of Finance appropriated $13,500 based on a preliminary estimate from the engineer.  The scope of the project was refined and expanded, thereby increasing the cost.  It was decided to schedule a Town Meeting sooner than the annual Town Meeting that will be held on the fourth Monday of January.  At the next Board of Selectmen meeting, First Selectman Griswold will present a resolution for a special Town Meeting for the $10,000 extra funds for the engineering work.

Hurricane Katrina Committee – Adoption of Cameron Parish, LA
The Hurricane Katrina Committee, to be renamed the Cameron Parish Relief Committee, decided to adopt Cameron Parish, Louisiana that was severely damaged by Hurricane Rita.  The emergency personnel in Lyme and Old Lyme have communicated with emergency personnel in Cameron Parish.  Lyme will donate a fire truck.  Cameron Parish was chosen because it is a coastal community such as our own and has a small population.  A list of needs is being drawn up.  Selectwoman Reemsnyder suggested putting the information on the website and she suggested citizens go on the web and subscribe to the news and announcements.

Beach Improvement Committee - Update  
The Beach Improvement Committee recommended a $500 penalty for violators operating illegal parking lots instead of the current ordinance fine of $100. Future offenses by the same parking lot owner would be fined $1,000.  The next meeting will be on December 19, 2005.

New Business:
Election Results
Forty-three percent of the Old Lyme eligible voters exercised their right to vote in the

Municipal election in November, 2005.  The changes were:
  
    Board of Education – Andrea Fenton replaced Rod White
   Zoning Commission – Jane Cable replaced Joan Bozek
   Board of Finance (Alternate) – Adam Burrows replaced Ray Gorman
Town Woods Park Committee – Formation and Procedure
First Selectman Griswold stated that a Town Woods Park Committee is needed to oversee activities. The committee should consist of five members to represent an 80/20 relationship. Bob Dunn, Don Bugbee, Lyme Park & Rec Director, Glynn McAraw and Phil Neaton are interested.  The responsibility of the committee would be to evaluate requests for funds and would pass on the recommendation of funds to the Park & Rec Committee for approval.  The TW Park Committee could prepare a budget for the ensuing fiscal year for capital and operational needs.

Veterans’ Day Activities
The schools ran exceptional programs for Veterans Day with singing groups, remarks  and a breakfast.

Other Business:
Selectman Sibley stated there will be a public hearing concerning the Broadwater LNG proposal at the Old Saybrook High School at 7:00 P.M. on November 29, 2005.

Selectwoman Reemsnyder stated she would like to have a discussion on a Code of Ethics and an Ethics Commission.

Selectman Sibley made a motion to adjourn the meeting at 8:50 P.M.  Selectwoman Reemsnyder seconded the motion.  SO VOTED.
